It's totally normal. I don't know why, though. Maybe they are learning how far they can actually go. My daughter got over it pretty quickly.
Thankfully, mine never did it, but I've known youngsters who have and it was just a phase for them.
I think every toddler I ever taught loved to gag themselves! Maybe its the sound they like....who knows whats goin on in those lil minds

My daughter did this at about the same age... she outgrew it after awhile...
At two she is still constantly chewing on her hands though... it drives me crazy!!!
My older ds did the same thing at that age. He would actually almost vomit (sorry it's gross, I know) [whatblah] Now my youngest ds is doing it too. He will put his fingers or anything in his mouth and gag himself. They just grow out of it I guess, wonder why they do it to begin with??
My daughter did it too and she's over it now. Her new thing is coughing and gagging for attention. Isn't that lovely??
Anyway, like everyone else has said, it's just a phase - he'll grow out of it.

My son was a gagger for a short time as well. He did cause himself to throwup a few times, that actually seemed to startle him and after those incidents he stoped completely.
It's gross isn't it! My son used to do this too, I used to freak out because I thought he was literally chocking on something particularly if he did it when we were in the car. He got in trouble many times (verbally) ... he did grow out of it on his own accord though. I think partly for him was the attention factor.

Yeash, not looking forward to that. I am sure Justice will be doing that though. He likes to make all sorts of noises and fake cough, etc. I know that will be something he will do.
